When a house needs one
Some properties need a sump pump the moment they're built, others need one after conditions around them change. A flood-prone area, a basement that's already shown signs of moisture or flooding, a high water table under the lot, or a pattern of heavy rainfall and snowmelt that keeps saturating the ground nearby are all reasons to install one before there's water on the floor rather than after.
None of these conditions are rare in this part of Maryland. A property near the water table that's fine through a dry summer can behave very differently after a wet spring, and a basement that's stayed dry for years can start taking on water the first time the ground around it stays saturated for days in a row.
The honest answer to whether a house needs one is usually written into its own history. A basement that's flooded once, even a little, is telling you something about the site it sits on, and that history is worth taking seriously before the next storm decides the question for you.

What it is protecting
Standing water in a basement doesn't stay a plumbing problem for long. Left alone it turns into mold and mildew growth, and a working pump is what keeps that from starting in the first place.
It's also protecting whatever's actually stored down there and any finished basement space, and by extension the property's value: a basement with a history of flooding is a harder sell than one that's stayed dry through every storm, and it's a detail that tends to come up during a home inspection whether anyone brings it up first or not.
Mold in particular is the part that's hardest to undo once it's established. A pump failure that floods a basement for a few hours is a cleanup job. The same water left to sit, and the mold that follows it into drywall and framing, turns into a much larger and more expensive project.

Installation and replacement
Sizing matters more than most people expect. A pump and basin sized for the amount of water a particular house actually takes on handles a real storm; one sized generically for any basement can be overwhelmed exactly when it's needed most.
Discharge gets routed away from the foundation, not just out the nearest wall, so the water the pump removes doesn't simply work its way back toward the house through the soil around it.
Replacement is its own decision, separate from a first-time install. A pump that's original to the house and has quietly done its job for a decade or more is still worth checking against current sizing, because a basement's water load can change as landscaping, grading or nearby construction change how water moves around the property, and an old pump sized for how the yard used to drain may not be sized for how it drains now.
The failure nobody notices until it rains
A pump that hasn't run in months can fail quietly. A stuck float switch, a check valve that's seized, a backup battery that's dead, none of it shows up until the ground floods and the pump doesn't respond.
That's why the check happens before the storm, not during it. A sump pump is one of the few pieces of plumbing in a house where the first sign of trouble and the moment it matters most can be the exact same day.
A battery backup is worth the same attention as the pump itself, because the failures that matter most tend to happen during a storm that's already knocked the power out. A primary pump with no working backup is a pump that's only covering half of what it was installed to handle.
